Please consider publishing an Export Control Classification Number (ECCN) for the jython package. To figure out the right ECCN for a software library, basically you have to read the Commerce Control List (CCL) (Supplement No. 1 to Part 774 of the EAR) and try to figure out where the software best fits. Jython provides cryptographic services, which is a feature subject to export control. Hopefully this feature falls under the technology software - unrestricted exception for encryption software that is publicly available, as discussed here: https://www.law.cornell.edu/cfr/text/15/740.13 This page about encryption software may be helpful: https://www.bis.doc.gov/index.php/policy-guidance/encryption/classification It may be worth examining statements made by other open-source projects that provide encryption features. For example, Apache Hadoop has classified itself as 5D002. Thanks for considering it. |
