Using the attached server and client, I can reliably reproduce the bug on jdk 1.6.0_13. The symptoms are exactly the same as on JDK 1.5, an "Unable to establish loopback connection", caused by "Address already in use: connect". Again, a huge list of sockets in the TIME_WAIT state with a PID of 0 is listed by "netstat -ano".

Using the attached server and client, I can reliably reproduce the bug
